A federal appeals court allowed a judge’s order to take effect Thursday that requires the Trump administration to resume funding for the Gateway tunnel project connecting New York and New Jersey. By declining to intervene, the U.S. Court of Appeals for the 2nd Circuit paved the way for the project to resume, at least briefly, as a lawsuit brought by the two Democratic-led states proceeds.
